County allocates $517,337 from JUUL settlement to curb youth vaping

The Orange County Health and Mental Health Committee on April 21 approved a $517,337.16 appropriation from the New York State Attorney General’s JUUL settlement to support adolescent tobacco use prevention efforts in 2026. The funding will supplement the county’s ATUPA program by adding enforcement capacity, parent and student education, staff training and social media campaigns. Legislator Janet Sutherland moved the appropriation; Jonathan Redeker seconded and the motion carried unanimously.
Deputy Commissioner of Health Lisa K. Lahiff said the funds “supplement their Adolescent Tobacco Use Prevention (ATUPA) program, and the funds will be used for increased enforcement, parent and student education, staff training and social media campaigns.” She told the committee the county will coordinate with BOCES and the American Lung Association for training and community events; Legislator Gabrielle Hill asked whether funds could be used for parent- or grandparent-specific events and Lahiff said she would “look into it and speak to BOCES.” Implementation steps and specific event plans were not finalized at the meeting.
