District administrators presented an administrative regulation to implement the state Education Code requirement for a plan governing mobile communication devices on campus. Staff described a compromise approach: devices will be "off and away" during instructional time with lunch and certain teacher-managed practices allowed; enforcement will use a progressive infraction model across all sites.
"The teams landed was that we would have this off and away policy, but lunch would be okay," a district administrator said while summarizing staff, student and principal feedback. The AR also includes required exemptions for students with IEPs, 504 plans, or physician notes. Trustees discussed enforcement concerns and voted to adopt the regulation by roll call.
