Residents and committee debate who should pay for wastewater debt and fees

The committee emphasized that collecting signed connection applications is a required step to finish state permitting and put the project out to bid.
Board members questioned the fee assumptions. Participants discussed a table of three scenarios (0%, 50%, 100% grand-list contribution) and whether the $74.36 monthly figure shown to the board included both operation & maintenance plus a user's portion of the bond payment. A committee representative explained the $74 number "is the operational maintenance plus the bond" and said a pure O&M charge likely would be lower (committee estimates in discussion were roughly $50–$60 per month). Another committee member referenced EPA affordability guidance, saying the EPA recommends that wastewater fees should not exceed about 2% of household income. Using median household figures presented in the meeting — South Londonderry ~$60,000 and North Londonderry ~$29,250 — that 2% guideline translates to roughly $1,200 per year (about $100/month) and about $600/year (about $50/month) respectively.
Several residents voiced concern that high monthly fees could discourage connections, which would reduce environmental benefits and increase per-user costs. Board members asked staff and committee leaders to provide a clearer breakdown of capital vs. O&M charges per household before the next meeting so voters and property owners can evaluate scenarios.
