The Commission approved a series of right-of-way transactions that shift ownership and maintenance responsibilities from the state to local governments.
John Keyes, Program Manager for the Office of Right of Way, presented the Rapid City transfer request covering portions of Cambell Street/E. North Street, Edwards Street/Dyess Avenue/Beale Street parcel, and East St. Patrick Street. The transfer implements terms in Financial and Road Transfer Agreement #612978 and was adopted as RESOLUTION #2026–5.1. Keyes also presented a separate transfer of Lot H1 near Hwy 115 and 271st St. to the City of Sioux Falls to create a continuous 50-foot right of way to facilitate a sanitary sewer; the Commission adopted RESOLUTION #2026–5.2.
Related items addressed parcels associated with Codington County and a long-cancelled S 2851 project: the Commission approved transfers to Codington County (RESOLUTION #2026–5.3), abandoned parcels beyond the proposed 100-foot road width (RESOLUTION #2026–5.4), and vacated a permanent easement in Clark County (RESOLUTION #2026–5.5). Staff advised these properties are no longer needed for state highway purposes and the local governments would accept ownership, jurisdiction and maintenance responsibilities.
Resolutions were adopted by roll call vote and staff will move forward with deeds and execution of transfer documents.
