District proposes meal-penalty, late-payment fee and modest permit increase for facility rentals

Chiessel described four main changes: a meal penalty when producers do not provide meal breaks for district crews (proposed $100 per crew person, estimated meal cost ~$30), a late-payment fee for overdue invoices (proposed 2.5% compounded quarterly, with potential escalation to collections after one year), new charges for teleprompter use aligned with projector rates, and a nominal increase to commercial permit fees (about $27.60) to cover staff labor.
"The producer pays a penalty of a $100 per crew person that doesn't get a meal," Chiessel said, explaining the charge is intended to incentivize scheduling that protects crew breaks and morale. He added the late-payment fee is meant to encourage timely invoice settlement and is not intended to be punitive. Board members asked operational questions about proration across partner rates and whether lower-rate permit categories would be treated proportionally; staff said meal penalties and late-payment fees would be invoked only when necessary and permit-fee changes would follow the district fee schedule. No vote was taken; staff will return with final language as part of revised E-1/E-2 materials.
