County Manager Brent Jaramillo told commissioners that the county currently has $15 million in grant funding in hand and is awaiting an additional $7.5 million grant that will be needed to complete the financing package. “We have only the $15,000,000 grant in hand, and then we need to get that 7.5 because part of this contract is gonna go against the 7.5,” Jaramillo said, describing budget sequencing and the need to finalize a construction timeline with the contractor.
Commissioners asked whether the hospital had engaged a project manager; staff said the hospital retained a project manager from E4 Architectural, who will be paid by the county but provide project oversight. Commissioners moved to give the county manager authority to complete negotiations and sign the final contract to avoid delays; the motion passed on a roll‑call vote.
Staff said Bradbury Stamm had not yet returned an updated cost amendment and the county will finish negotiations and submit the contract to the vendor for signature before executing. The commission discussed monitoring grant deadlines and timelines so funding is not at risk and noted the Department of Finance and Administration had granted an extension already. The item will return to the commission as needed per procurement rules and reporting requirements.
