Jillian said HCM’s schematic design (approximately 30% design) would cost just under $60,000 and give the city enough material to pursue larger construction grants. “This would give us enough to start looking at grants to pursue construction design and construction,” she said, and added the design alone would not allow immediate construction but would strengthen grant applications.
Committee members worried about committing funds without a clear path to construction. Jillian offered to meet with the local GOCO representative to confirm whether the project is a good fit for the Centennial/legacy grant programs and to explore whether schematic design could be folded into a grant request to reduce local upfront cost.
