Homeowner associations urge clearer protections for existing water systems

Kurt Angstadt noted his community recently secured a 15‑year withdrawal permit that cost the HOA significant time and money, and other commenters said the authority's long‑term financial picture raised questions about potential future consolidation or sales; staff pointed to USDA loan restrictions and board appointment authority as constraints on involuntary sales.
