Travis Mann, legislative audit manager in the Comptroller's Office division of state audit, presented the Tennessee State School Bond Authority's financial and compliance audit for the year ended June 30, 2025 and reported an unmodified opinion with no audit findings.
“For 2025, we issued an unmodified opinion on the TSSBA and reported no audit findings,” Mann told the committee. He explained the difference between an unmodified opinion (financial statements fairly presented in all material respects) and a modified opinion or audit findings, and said the audit report contained no findings that required public disclosure.
Committee members praised the result. The Chair congratulated the TSSBA division and noted it was the authority's "23rd consecutive clean audit report." Mann said he had assumed presentation responsibilities while Tabitha Furlong is on leave and the committee acknowledged her recent promotion to director of state audit.
