Kelly (presenting remotely) described proposed amendments to Chapter 9, article 6 of the Avalon Municipal Code to implement Housing Program 14 of the sixth-cycle housing element, including ministerial ADU allowances and technical code changes. A council member asked whether coastal development permits or parking rules would remain additional hurdles for ADU or JADU conversions, and Kelly said she would need to research whether ministerial approval could be adjusted.
Council moved to find the ordinance amendments CEQA-exempt and to introduce and waive further readings. The motion passed 4–0 with the mayor absent. Council directed staff to follow up on whether coastal permits or parking provisions can be streamlined where the intent is to increase housing capacity.
