Commissioners accept $132 million GMP, authorize signature for new county jail

A representative identifying himself as Mitch Hannah of the VOC team presented an addendum to a public–private agreement for construction of a new Howard County jail and described a final project budget with a not-to-exceed guaranteed maximum price (GMP).
Hannah told the commissioners, "Really, this is the just the next step of the process as we we fall down the line towards, ultimate construction and the completion of the project." Commissioners discussed the project's history, litigation risk (reference to a prior magistrate directive and an ACLU settlement), and the desire for a price target. The GMP amount recorded in the meeting was $132,000,000. Following a motion and second the board voted 'Aye' to accept the GMP and authorized the chair to sign the contract; the motion passed.
Commissioners and staff praised the design and administration teams and noted the new facility is intended to be durable and expandable; a two-year construction window was mentioned for the project start after financing is finalized.
