Resident alleges city-manager misconduct and exemption from personnel rules

During the citizen-petition portion of the July 28 meeting, Shay Strait told council that, in his view, the City Manager "is not held to the same personnel rules as the other city staff" and described a workplace culture of fear. "According to HR, the city manager is allowed to behave almost however they want, to include berating employees, to threaten employees' jobs, to give them unlawful orders," Strait said.
Strait said he raised concerns with human resources before he was terminated and that he was told there would be no investigation and "the employees would not receive answers." He described repeated patterns of abusive behavior and said he would raise additional topics at a future meeting, including alleged misuse of city funds for private benefit. Council did not announce any formal follow-up during the meeting.
