The Borough of Old Tappan mayor and council on April 21 adopted a resolution establishing goals to increase contracting with veteran-owned business enterprises and to recognize veterans in municipal service.
The resolution, read into the record by the council president, sets a target of making "a good faith effort towards 6% of the total contract dollars of veteran business enterprises," asks for a 6% subcontracting target when there are not three qualified veteran prime bidders, and directs the borough to work toward a minimum 5% veteran workforce. The measure also proposes veteran discounts on certain local license and permit fees, preferred parking for veterans at municipal lots and at least one Patriot Day observance each year.
The council president cited the New Jersey Local Public Contracts Law during the reading and said the borough must make a "good faith effort" and track awards to VBEs and SDVOBs in accordance with NJSA provisions. Council members praised the measure as recognition for residents who served and said implementation details — including tracking and public reporting — will follow through municipal staff. A roll-call to adopt the resolution was recorded in favor; the clerk was directed to publish the required notice.
