Council approves disposal of 11 city lots, excludes one park parcel

The council opened a public hearing on the proposed disposal of 12 city-owned properties and heard a staff report describing each parcel, proposed use and development interest. City Manager Rigg summarized the list of addresses and PINs and said staff recommended sale of most parcels for residential development, with Turning Point named as the only proposer on some lots for twin-home construction.
"We have a total of 12 properties," the city manager said, then enumerated lots including 409 Clark Street, 915 Autumn Street, two Newton Street lots proposed for a twin home, 2101 South Shore Drive and several narrow infill lots that staff recommended be combined or conveyed to adjacent owners. Staff recommended retaining parcel 108 Giles (also referenced as Yorda or Diedre Park) in city ownership because it lacks recent recreational use and posed zoning complications if disposed.
Councilor Baker moved to approve the resolution with parcel 108 Giles removed; Councilor Anderson seconded. The council conducted a roll-call vote and all members present voted "Aye," carrying the resolution. The motion authorizes staff to move forward with disposition steps consistent with municipal sale procedures and to negotiate development agreements where proposals exist.
