Canal Winchester advances Hill Road widening plan, seeks OPWC funding for $5 million project

"This includes 0.679 acres of land that will allow us to expand out that right of way by additional 5 feet, which meets the requirements from our thoroughfare plan," said Lucas Hare, the city's development director, describing the dedication that accompanies the Velocity project on Hill Road. City administrator Matt Peebles said the project is being packaged for the Ohio Public Works Commission and that the estimated cost right now is "about $5,000,000." He said the financing would likely be a grant‑and‑loan hybrid with developer contributions and a small Fairfield County share.
Council moved in the work session to send Ordinance 26‑016 — accepting a dedication of right‑of‑way from Velocity Hill Road, Parcel 1, LLC — to full council for further consideration. The motion was made by Mister Shea and seconded by Mister McLaughlin and advanced on roll call.
Peebles and staff told council they are still finalizing the city's exact share because some scenarios depend on developer agreements and whether Meyer Drive will be connected as part of the scope. Peebles initially announced a public meeting for Aug. 21 but corrected that date during the meeting: the open house for the Hill Road project will be Thursday, Aug. 20, at 6:30 p.m. in the council chamber.
What happens next: staff will submit the OPWC application and pursue points in the grant/loan scoring process; pending outcomes and final agreements will determine the city's final cash commitment and loan share.
