Planner Jessica Gretzberg presented the charter and noted that Summit County Open Space and Trails is a partner on the coalition; she said the executive committee currently includes representatives from Frisco, Summit County and the Forest Service. Councilmembers asked how the town would be represented and whether larger stakeholders were included; Gretzberg said a town representative is expected to attend meetings and that staff can name someone other than the planner if the council prefers.
Council members generally supported the charter while asking staff to ensure that major local stakeholders, including Keystone‑specific user groups and value‑holders, are represented as the coalition evolves. The resolution directing the mayor to sign the charter passed by voice vote.
