OARnet: Route 30 fiber will expand backbone and support quantum networking testbed

The OARnet speaker emphasized that the backbone is intended for broad public benefit and that partnerships across state and local government, higher education and private sector firms make the work possible. Specific technical and permitting details were left to engineers and contractors during the question period.
