The Board of Voter Registration and Elections requested that Colleton County include $18,000 in the FY27–28 budget to provide a $60 county supplement to each poll manager and clerk for the 2028 election season and succeeding election years. Janice Blocker, vice chairperson of the board, briefed the council on county election logistics, saying the county has 32 precincts that are typically served by 25 polling places and that state rules require a minimum of three trained workers per location, meaning at least 75 workers are required for a countywide election.
Blocker told the council the state election commission pays $75 per worker for a 7 a.m. to 7 p.m. shift, and that the board has been training additional staff to cover expected extra dates in 2026 (a June primary, June 23 runoff, an August 11 special election and a potential August 25 runoff, plus the Nov. 3 general election). "The request is that $18,000 be budgeted in the 27–28 fiscal year as a monetary supplement to be paid to clerks and poll managers for the 2028 election year season and all succeeding election seasons by getting a county supplement of $60 per poll worker," Blocker read from the board's written proposal. The board also noted some polling locations were reduced to 18 for an upcoming special election because schools remained in session and locations had to be moved.
The chair thanked the board for the presentation and moved the matter to the appropriate budget process for consideration.
