During the presentation, a neighboring landowner expressed concerns about noise, dust and impacts to property values; the city agreed to work toward a legal agreement but had not produced it during the meeting.
The council emphasized the need for binding commitments before funding site-specific projects that directly affect neighboring private property. "We need to see a legal easement and a maintenance plan before committing public dollars to something that might impact nearby residences," a member said. The city was encouraged to return in the July cycle with documented easements and mitigation measures.
