Chief Greeley described the departments' longstanding collaboration and the practical benefits of the agreement: "We've both experienced massive shortfalls over the years when Rockport was extremely short staffed," he said, adding that the arrangement would make it easier to fill shifts and provide emergency coverage. Chief Weber said the agreement was crafted to balance departmental needs and taxpayer value.
Board members asked how cross-coverage would work in practice and where responsibility and authority would lie during overlapping assignments. Town staff said the agreement includes provisions for emergencies and planned shift coverage and would be adopted by both towns. After discussion, a board member moved to approve the agreement; the motion passed unanimously, 5-0.
The approval authorizes the town manager and police leadership to finalize interlocal implementation steps. The board did not ask for further amendments and indicated the item will move forward for Camden's consideration as well.
