Council approves sewer-rate ordinance after consultant warns of multi-year increase

The Angola City Council voted to approve ordinance number 18 O 3 20 26 after a presentation from Baker Tilly on the sewer utility's capital needs.
Tyler Koffel, senior manager on Baker Tilly's utility team, told the council: "So we're looking at about a 38% increase, a total increase needed over the next few years for the proposed sewer projects." He said the increase is driven by planned capital projects and a proposed bond issuance anticipated in summer 2027, and that the Trine Lift Station and several other capital items will be included in that bond.
Koffel said the ordinance before the council adopts only the first phase of a multi-phase rate plan; he described a three-phase plan and said staff will refine later phases as project bids arrive. The consultant noted current fund balances remain above recommended reserves by roughly $800,000 but will be drawn down by planned work.
Council moved and seconded the ordinance on third reading and approved it by voice vote. The ordinance was presented for the immediate adoption of the initial phase; future phases will be adjusted after bid results and further council consideration.
The council's action follows the public hearing held prior to the presentation; no public speakers came forward during the hearing.
