A central policy debate during the discussion was a contractor proposal to shift recycling to an opt-in (subscription) model intended to reduce contamination. Council and contractor representatives described the rationale: when a small percentage of households contaminate recycling streams, entire loads are diverted to landfill. Council members and staff discussed operational details: mailing sign-up materials, supplying stickers and flyers with each recycling cart, on-truck inspection of carts, and rejecting obviously contaminated carts (bags protruding, large non-recyclables). The council asked whether glass would be accepted; staff and the contractor said glass is challenging because it breaks and contaminates sorting streams and that clean glass receives a modest payment per ton but handling and transport costs reduce net benefit.
Council moved and approved a motion to accept the contract with Alford Services and to incorporate the contract redlines and renewal language discussed. Staff said the contractor will lead initial outreach and provide education materials at rollout.
