Council approves annual landscape and lighting and benefit assessments; staff notes Proposition 218 process for districts with negative balances

City staff presented the annual update on landscape and lighting districts (LLDs), benefit assessment districts (BADs) and community facilities districts (CFDs), explaining that Harris and Associates helped calculate assessments and that several districts carry negative balances requiring work under a Proposition 218 process that could take six to nine months.
The city manager told the council that "All this information is due to the county assessor. August 10 is usually the required deadline." The council opened the public hearing, heard no public comment, closed it and approved the item by a 4–0 vote with one absence.
