The county engineer's office listed 17 permits in a priority group for BrightSpeed and other subcontractors; commissioners raised concerns about mark‑and‑locate capacity and whether flagged locations are later completed. "When we give them 17 permits, I know they're not gonna jump on all 17," a commissioner said, urging prioritization. Julie Green from Trumbull County planning said she'll follow up with Justin Mondock and Eastgate to confirm which projects are covered under ARPA and to provide additional information to commissioners.
Commissioners also noted the public benefit of extending service to Mesopotamia, Bristol and Kinsman but stressed safety and permitting oversight. Staff agreed to return with detailed lists and ARPA‑funding confirmations.
