Agency staff said the video and engagement work grew beyond the original estimate and that Praxis absorbed roughly $3,000 of unexpected video costs. Jake, a Praxis representative, told the board: "it just ended up being more work, and so that's why it ended up being 7 videos, and cost a little more than we thought it would." Board members said they had seen substantive outreach output and approved the amendment to finish editing, produce neutral post‑referral content, and manage the secretary of state's safe‑harbor process required for ballot materials.
