Chief of Staff Julie Waitocho described the Plant Moran engagement for temporary finance/audit services and presented several sole-source and piggyback purchase requests. Council approved a sole-source purchase of an Enigma-style leak-and-utility locating system from Bain Enterprises at a total cost of $22,500; a sole-source purchase of Neptune Technology Group cellular endpoints with installation for $110,781.75; and several vehicle purchases for the recreation and police departments (a 2027 Ford Transit 350 12-passenger van for recreation at $64,298; multiple police vehicles totaling $127,969; and two additional 2027 Ford utility interceptors at $150,686). Council members asked procedural questions about vendor sourcing, tariffs and required driver licensing; administration confirmed drivers will hold appropriate licenses for passenger vans.
All procurement motions were approved unanimously. Council member Wilhite noted he had asked finance to check a tariff charge on one quote; staff said they would follow up.
