District to adopt policy after governor—s executive order restricting student phone use

The superintendent briefed the South Umpqua SD 19 board about a governor-issued executive order that requires a bell-to-bell ban on student cell-phone use. "So what it really is saying is that students can't use their cell phones during [the school day]," the superintendent said, and staff will provide a sample policy and research to help the board craft a local policy.
The superintendent said the district expects sample policy and additional information in August and September and needs to place a policy on the board agenda by the end of October. Board members asked about enforcement, supervision and disciplinary limits; the superintendent warned that if the requirement were placed in Division 22 it could raise licensure implications for administration, and emphasized that ordinary steps such as warnings and requiring parents to pick up a device remain feasible enforcement options.
