West Linn approves Metro agreement for $1.42 million in parks bond funds

The West Linn City Council voted unanimously July 14 to authorize the city manager to execute an intergovernmental agreement (IGA) with Metro that makes the city eligible to receive $1,418,291 from the regional 2019 Parks and Nature bond local-share program.
John La Garza, interim parks and recreation director, told council that the funds are available to local governments through Metro's local-share allocation and that West Linn has not yet selected a project. "We haven't identified any projects," La Garza said, adding that potential priorities could include regional trail connections, acquisitions and capital projects. The agreement will remain in effect through 2036 and the city may submit its first project application to Metro by January 2028.
Councilors asked how projects would be chosen; staff said discussions would begin at the SAP (Sustainability Advisory Panel) level, move to the Parks & Rec Advisory Board, and ultimately come to council for final decisions, with possible public input. The motion authorized the city manager to execute the agreement and any documents necessary to carry out its terms.
The vote to approve the IGA was taken by roll call and passed unanimously; the council also approved a separate consent agenda that included a minor correction to the Master Fees and Charges related to sewer SDCs.
