Residents warn Chandler proposal will worsen traffic, strain emergency access

Multiple residents testified that the proposed Chandler mixed-use project and the related closure of Tamler (Tamler Drive/Chandler intersection) would materially worsen daily congestion and pose risks for emergency response.

Nicole Mitchell, a West Linn resident, said Chandler and nearby arteries already back up onto Willamette Falls Drive and Meadowview; "80% of those cars get back on the freeway" she said, and closing Chandler would force more local drivers onto an already congested route. Deb Berggren emphasized potential life-or-death consequences, saying slower ambulance and fire response times could result if street access is reduced.

Scott Zerschmitt highlighted parking and safety concerns, noting the developer's proposed parking ratio of approximately 1.2 spaces per residential unit appears inadequate for a development of this size. "If parking demand exceeds the available supply, overflow will inevitably spill into our neighborhoods," he said, urging a "realistic parking plan" before approval. Other residents raised landslide, stormwater and infrastructure concerns and asked the city to ensure technical analyses and mitigation measures before any final approvals.

Council and staff said the Chandler application will proceed through the planning process; the mayor and planning staff also said the city will publish a detailed memorandum describing the procedure to be followed and that planning commission hearings will occur where required by law. Residents sought assurances that technical experts retained by neighbors would be allowed to present evidence during the formal review process.
