The West Linn City Council adopted Resolution 2026‑05 on June 9, 2026, updating the city’s master fees and charges with most routine utility and administrative fees increasing about 5% and system development charges (SDCs) decreasing about 4.1%. Finance staff said the SDC adjustment reflects the Engineering News‑Record construction cost index for the Seattle region and will reduce expected SDC revenue by roughly $19,000.
Finance Director Lauren Breithopf summarized the package as a routine annual update used to help balance the city budget. “Our system development charges actually just decreased this year, 4.1%,” she said. The update also removed library fines to align the library with peer systems and raised several parks and rental fees by modest amounts. The council discussed cost-of-service considerations and adopted the resolution by roll call.
Councilors said they do not take fee increases lightly and emphasized that the changes are intended to cover rising costs of service. The resolution was approved unanimously and will be implemented with the city’s usual July 1 effective date for revenue-related schedule changes.
