Mr. Maddaloni explained the ordinance must be published at least seven days before the hearing; because the prior meeting calendar fell such that publication would have been the sixth day, the council agreed to table the adoption and schedule the public hearing for Nov. 10, 2025.
The motion to table passed on roll call with all voting in favor. Mr. Maddaloni advised that at the next meeting a member will move to take the ordinance off the table and proceed to second reading and public hearing.
