Mayor Swatzky confirmed the motion and noted the purpose: "We've added public comment in between items 2 and 3. This will allow the public to comment on the closed session." The mayor put the question and the council recorded the approval by a voice vote. The meeting proceeded later to a closed session as the agenda indicated.
