The Preston City Council voted to enter a formal agreement with the Southeast Idaho Council of Governments (CCOG) for assistance preparing a Community Development Block Grant (CDBG) application of about $500,000 to fund downtown revitalization activities.
Jules Belyay of CCOG described the downtown group’s priorities—low‑maintenance vegetation, improved lighting and sidewalk repairs—and said the group is on schedule to submit a November 21 application. "We needed to, have the city apply for a CDBG or a community development block grant for about $500,000 to revitalize the downtown," Belyay said. He asked the council to assign a staff member (he named Sean) to coordinate demographic and financial information, assist with biweekly planning meetings and arrange public outreach and an open house.
Council voted to sign the downtown revitalization contract and citizen participation plan and authorized the mayor to execute the agreement. Staff will coordinate the required citizen‑participation meetings and bid‑collection process ahead of the application deadline.
