Council approves two minor subdivisions; no HOA required as water shares will transfer

The Preston City Council unanimously approved final plats for Nielsen Estates No. 2 and the H & C minor subdivision.
Tyrell Simpson, who presented final plans, said both parcels meet residential zoning requirements and noted there will be "5 water shares turned over to the parcels," which removes the need for a homeowners association and a development agreement. Council members moved and seconded approval for each minor subdivision and voted 'Aye.'
Planning staff indicated required improvements will be addressed when individual houses are built; the council asked staff to confirm inspections and record transfers of water shares as part of final plat filing.
