Council adopts $42.3 million annual budget, approves modest rate and pay increases

The Preston City Council unanimously adopted Ordinance 2024‑6, the annual appropriation ordinance for fiscal year beginning Oct. 1, 2024, appropriating $42,301,631.
City Treasurer Kelly Mickelson summarized budget highlights: "Things as far as the public's concerned for this year's budget, we are taking a 3% increase this year. We haven't done that for about 5 years. We're doing a cost of living increase for employees of 3.2%. We're also doing a 5% increase for water and sewer, which will do about a $2 raise for water and a dollar 50 raise for sewer," Mickelson said. The council said there had been multiple budget workshops and deliberations before the meeting.
Council moved, seconded and carried the ordinance on a unanimous roll‑call vote. The clerk read the ordinance summary in open session before the vote.
Implementation notes: water and sewer rate changes and payroll adjustments will be incorporated into billing and payroll processes per the city's finance schedule.
