Oxnard staff asks council to approve $2.36 million transfer to Ventura County for Santa Clara River Levee 3 work

Tai Chau said the funding package consists of a $1,000,000 grant the city received in 2024 from the State of California Department of Water Resources and $1,356,779.24 in developer fair-share funds from DEFCO Oxnard Vineyard Avenue, LLC. “That the city council adopt a resolution authorizing the city manager or his designee to execute a funding agreement with the County of Ventura Watershed Protection District in an amount not to exceed $2,356,779.24,” Tai Chau said, presenting the recommended resolution language.
The presentation summarized project history and scope: SCO-3, located west of U.S. Highway 101, was originally built in the late 1960s and is divided into four ridges; improvements to ridges 1–3 were completed in February 2018, and Ridge 4 (Phase 2) has been under construction since January 2025. Phase 2 work described by Tai Chau includes sheet pile and a floodwall along the Santa Clara River, a floodgate across Ventura Road and a floodwall on the river’s south bank along Ventura Road.
