Commission selects Ingram Engineering for CDBG application work; RVRC letter of agreement approved

Commissioners approved Ingram Engineering as the Community Development Block Grant (CDBG) engineer after staff and an attendee, Rick Morris, summarized the RFQ review. Morris told the board five firms applied; Ingram scored 67 and the next firm scored 62. He said the county's rewrite fee for this year's application would be $500 because the county submitted an earlier, substantially similar application last year; a brand-new application would be $750.
The board also approved a Letter of Agreement with the River Valley Regional Commission authorizing RC staff to prepare and coordinate the CDBG application and to provide preliminary historic and environmental assessments, household surveys, and other application tasks. The planning and zoning technical-assistance contract with RC (annual fee $6,000, effective July 1, 2024) also appears in the meeting packet and was accepted by the board.
Commissioner Jason Frost moved to approve Ingram; Commissioner Damon Hoyte seconded and the motion passed unanimously.
