Council updates turbidity reduction fee to pass-through to cover Humboldt Bay charges

City staff told the council the turbidity reduction fee was intended as a pass-through for costs charged by the Humboldt Bay Municipal Water District and that the fee had not been updated since 2002. "We currently are being charged $1,680.45 per month, which equates to a little over $20,000 a year. Our current rates only bring in $8,200," the city manager said, explaining a roughly $12,000 annual shortfall.
Council voted as part of Resolution 1255 to update the pass-through amount so monthly billings reflect current costs. Staff said no Prop 218 voter-protest process was required for a pure pass-through fee but noted the city is already eight months into the fiscal year and that any attempt to recoup prior months would be an administrative policy choice. Council directed staff to return with implementation dates and billing clarifications.
