Resident urges pause on neighborhood battery-storage sites, citing firefighter and water risks

At the council’s public-comment portion, Mister Adams of Sumner told the council he is concerned about siting small lithium battery storage facilities in or near neighborhoods. Adams cited firefighter injuries elsewhere, an instance of alleged water contamination tied to a battery site fire, and argued the city should consider a moratorium or wait for the next generation of storage technology before permitting such sites near homes.

"The bottom line for us is that we're going to make approximately $1,000,000 in taxes in exchange for playing this game of Russian roulette with our water supply," Adams said, urging the council to obtain more data and to compare historical permit and staffing numbers before moving forward. City staff did not place a moratorium on the agenda; the matter falls under planning-commission review and separate permitting processes. Adams also questioned a perceived inconsistency in city funding priorities and asked the council to take more time to review consultant materials and comparative jurisdictional data before implementing policy changes related to facility siting.

Council members and staff acknowledged Adams’ concerns and clarified that development-fee changes under consideration do not directly change siting or land-use policy for battery-storage projects. No new action or moratorium was taken at the Aug. 3 meeting; the planning and public-safety implications of battery storage remain unresolved and would be addressed in the planning-commission process or a future council agenda if raised formally.
