Sumner council approves code change to allow food-truck pods

The Sumner City Council unanimously approved Ordinance 2972 on Aug. 3, adding a food-truck-pod land-use category and clarifying rules for temporary food-truck operations. Assistant planner Braden Shannon presented the proposal and outlined proposed zoning, parking and administrative guidelines.
"This ordinance is to amend our food truck code and adopt food truck pods as a land use category," Braden Shannon told the council, describing the proposal’s goal of streamlining temporary food-truck operations while creating a distinct process for semi-permanent ‘‘pod’’ developments with utility hookups.
Under the code change, food-truck pods would be outright permitted in commercial, industrial and town-center districts, with an additional allowance as an accessory amenity for large multifamily developments within the East Sumner Urban Village overlay. Staff recommended parking be counted as off-street and proposed a baseline of two off-street parking spaces per food truck on site, with cooperative parking provisions to reduce impacts.
Council members asked about outreach and whether Pierce County or other jurisdictional requirements could create conflicts for temporary operations; staff said outreach included an open house and prior planning commission hearings and that the code change is regulatory text only—no specific sites were approved tonight. The ordinance had unanimous planning commission support and passed the council vote 6–0.
