Staff presented a project framework agreement (P.I. 0019889) with the Georgia Department of Transportation for Phase 1 of the South Douglas Loop — a Lee Road extension that terminates at a roundabout at Beaumont and Pope Road. The presentation said the project has progressed through advanced design and that right‑of‑way acquisitions are the next step.
Rona Salomon told the board the PFA authorizes roughly $2,000,000 in federal funds administered through GDOT with a $500,000 local match to begin appraisals and acquisitions. She recommended board approval to begin the property appraisal and acquisition process necessary to advance construction planning.
Commissioners asked clarifying questions; no final contract signatures were recorded in the work session and staff recommended the PFA authorization to allow right‑of‑way work to begin.
