NCDOT seeks roundabout, cul‑de‑sac on NC‑118 after crash review; Pitt County endorses support resolution

Chris Smith, Division 2 traffic engineer, told the board the study identified two problem areas along NC‑118. "We had 19 crashes occurred between 05/01/2021 and 04/30/2026," he said of one cluster, adding that those crashes resulted in 15 injuries and one fatality. For the Stokes Town / St. Johns Road area the study recorded 11 crashes and nine injuries.
NCDOT’s conceptual fixes include constructing a single‑lane roundabout at the Stokes Town / St. Johns Road intersection, closing direct access from Cannon Price Road with a cul‑de‑sac and realigning a short segment of NC‑118 to improve sight distances. Chris Smith showed an example of a nearby roundabout installation that had recorded no crashes since construction.
Commissioners asked about truck traffic and sight distances; Commissioner Manning noted heavy tractor‑trailer use on Cannon Price Road and said the design appears appropriate to address multiple causes. The board moved and voted to support DOT’s proposed improvements so the project can be scored for possible funding, with staff and DOT to continue project development, environmental review and schedule preparation.
NCDOT said next steps are advancing design, completing environmental review, seeking funding and developing a construction schedule; no construction schedule or funding commitment was reported at the meeting.
