NCDOT proposes cul‑de‑sac and roundabout to reduce crashes on NC 118; commissioners back resolution of support

NCDOT Division 2 officials asked the Pitt County Board of Commissioners for a resolution of support to submit a safety project for NC 118 for scoring and funding.
Chris Smith, Division 2 traffic engineer, said the regional traffic and safety review identified two problem locations on NC 118: the Cannon Price Road / Bossman Longwood Road area and the St. Johns Road (Stokes Town) area. "We had 19 crashes occurred between 05/01/2021 and 04/30/2026. Out of these crashes, there were 9 left turn crashes," Smith said, and noted the crashes produced 15 injuries and one fatality at that intersection. He said the Stokes Town intersection had 11 crashes between 02/01/2021 and 01/31/2026 with nine injuries.
NCDOT proposed closing direct access from Cannon Price Road by installing a cul‑de‑sac, redirecting Cannon Price traffic to St. Johns Road, and constructing a single‑lane roundabout on NC 118 at St. Johns Road. The presentation included a nearby roundabout example the speakers said recorded no further crashes since installation.
After questions from commissioners about truck traffic and sight distance, the board moved, seconded and voted to provide a resolution of support so DOT can continue advanced design, environmental review and pursue project funding.
