The ordinance authorizes any council member to decline the $1,800/year payment for the performance of their duties. "Council receives a salary of $1,800/year, and some do not wish to receive it," the solicitor noted during the discussion. The tie vote before the speakerphone call split along these lines: Klinedinst, Lau and Greer opposed; Musso, Holloway and Hiester supported the ordinance. After Mrs. Barley voted in favor, the motion carried 4–3.
Council discussed the procedural consequences of the tie and the timing for tabling or re-advertising an ordinance if it were not resolved. A short recess was held to reach the absent member by phone and complete the roll-call vote; the ordinance was then recorded as adopted.
