The director explained that a combination of timing differences in invoicing, encumbrance practices and route changes contributed to the gap and projected an approximately $383,000 overrun on the transportation line compared with budgeted amounts.
Board members asked whether invoices were late from the vendor or whether internal encumbrances failed to capture later charges; the finance director said the causes appear to include both invoicing timing and earlier rushed budgeting and pledged to investigate whether vendor billing practices played a role. The director warned that if the support-services function continues to run above the approved appropriations, the district will need either a supplemental budget or internal reallocation of instructional appropriations to cover the shortfall.
