Anderson Burton presented preliminary numbers: Stage 1 (design initiation and GMP development) at $1.8 million; Stage 2 base scope around $15.6 million; and an alternate scope at $2.3 million that could be lowered if bid as part of the final GMP. Merrill cautioned these are working estimates and that early procurement and design choices would shape final pricing.
