Council approves early work package for $45M Operations Complex, citing schedule and cost savings

Public comment included residents and former councilors who argued the site has a history of landslide susceptibility and questioned the timing of procurement while a land‑use appeal is pending. "There is nothing that can reassure me," Terry Cummings said, citing landslide maps and a historical record she described as concerning.
Project staff and the geotechnical consultant, Columbia West (represented by Najib Kalas), described a multi‑year technical effort including deep borings, test pits, seismic refraction, groundwater monitoring and laboratory testing completed in 2022–2025. Kalas said the major structures will be founded on structural fill and basalt bedrock and that the geotechnical analysis supports the proposed foundation approaches: "Based on the investigation analysis performed, the site is considered suitable for the proposed development." He said safety factors were calculated for static and pseudo‑static (seismic) conditions and met code minimums.
Staff explained the early work package covers procurement of long‑lead materials (concrete, structural steel, prefabricated metal building) and earthwork to capture dry‑season efficiencies; staff said delaying early work could expose the city to material escalation and loss of a roughly $1,000,000 estimated seasonal saving. Council debated timing and legal risk of moving forward while an appeal is pending; city attorney and staff said it is customary and legally permissible for developers to undertake site work after planning commission approval even if appeals proceed.
Council president Baumgartner moved the measure; the roll call showed a 5–0 vote to approve the amendment. Staff said the early packages will be reconciled into a later guaranteed maximum price (GMP) and that the city is tracking to remain within the $45,000,000 project budget.
