Board presses applicant on tree replacement and soil handling for Dolan Solar site

At the Aug. 28 hearing, Planning Board members asked how the Dolan Solar plan will handle dead-tree replacement, soil reuse and site access; the town engineer said the bond would be called if owners failed to replace dead trees and requested more distributed soil handling and logistics details prior to construction.
Board member Max Fruchter questioned the applicant on how tree losses would be measured and enforced. Fruchter said an overall percent could be unwieldy and suggested a cluster-based percentage to trigger replacement requirements; applicant representative Mitch Quine said the team was open to approaches and would work with the board on a practical standard.
Town Engineer Chris Koenig told the board that replacement of dead trees is required by the site plan and that "the bond is only called if they do not replace dead trees; all dead trees should be replaced by the owner as part of the site plan." Koenig also recommended that soil removed from the site should be set aside close to where it was removed and that timber-mat access points be identified in a logistics plan to limit temporary construction impacts.
