The ordinance was put forward for immediate action. Council voted unanimously to adopt the ordinance and to enact the emergency clause so the changes take immediate effect. During the discussion the ordinance was described by staff as "repealing and replacing" the prior special-meeting procedures to remove redundancies and reflect the updated rules. The motion to adopt and the emergency clause passed on roll calls recorded in the meeting minutes.
