Council members and lodge representatives discussed project phasing, lighting and maintenance. Several members favored moving forward with the primary lot now and holding the auxiliary lot for later to manage budget impact; staff said the project will be bid and the council can accept or reject bid items. The council also clarified that the lodge can be allowed to receive a certificate of occupancy before all parking improvements are completed, as long as certain conditions are met: "They'll be able to get their COs," a council member said during discussion. Staff will return with CAD conceptual drawings and a bid package at the next meeting.
